At certain fields, government needs to come in to help. But you can see many privately own swimming pools especially in Penang Island in Malaysia. By doing membership system, they can survive for decades but why the government in Penang cannot do it ?
Here are few things to look for ,just off hand thinking, more to come if the time permit.
1. get the local or international sport product companies to sponosor.
2. get the local or international soft drink companies to participate.
3. get the automobil companies to sponsor.
The list can go on as long as it is good for the people. Of course, the lottery companies and the tobacco companies are more willing to take part in this project. But once again, the management in the governement has to consider carefully.
4. get the big companies to build the pools with priority that they can use it for their companies annual event like pool party.
There are many local and international companies are more than willing to build the half Olympic size swimming with the opportunity to advertise their products. It is only the team of development in the government do not like swimming, know nothing about the good of swimming exercise.
The cost of constructing swimming in overseas is not the same as in Malaysia where the earth is much better and the labour cost is lower. ( of course, no corruption should be but Malaysia has strong corruption culture)
Simple facilities:
No need big changing rooms in all half Olympic size swimming as the pool is located in all district, the users are from local, they can go home and have thier bath. Get the open shower system out side. Only need a few toilets and does not have to separate the male and female. Not all the time the swimmers need to use toilet. For the male creaturres, can construct a urinal track to stand to get the inner body fluid cleaned out .
