Many Malaysians,even politicians may not know about the empty house tax system.
It is nothing hard to find it out, just search the three words, you will all kinds, good and bad information about it.

There are many houses in Penang state which were bought by the people from other states, especially from Kuala Lumpur who have much money to look for other investment. Of course, the housing developers were doing this, in 3 years, you can get back your 100k investment. Fairy tale it is.
Many foreigners are also coming to Penang to purchase the house as Penang is voted to be the top ten retirement area.
These foreigners should not be allowed to purchase the house but only allow to rent the house. They can have a contract with house owner for 20 years or even 100 years if they could live that long.
But Malaysians, especially the politicians never see the problems.
There are local taxing and federal taxes. Penang government should have the right to tax the empty house owners. By doing so, the owners would reduce the renting rate, poor factory workers can have a place to stay.
