There is a swimming in Bukit Mertajam but hardly see the local people jumping into the swimming for the best exercise.

Swimming is the best exercise but not even 1% of the residents in Bukit Mertajam using the Betek swimming facility. It is strange, isn't it?
How the management of the swimming pool, that is the MBSP do to encourage the residents to go swimming to reduce the health problem?
It is unfortunately, they did nothing, they not even sending letters to the nearby schools, getting the schools to form the swimming club.

Building the swimming pool needs promotion and publicity especially when people are so afraid of water.
Of course, if every district is building the half Olympic size swimming pool, almost all residents in Penang is similar to Singaporeans, know how to swim.
Penang island is near to the sea, Seberang Perai is also near to the sea, but most parents are not aware about this, the children might go to the sea for a swim, in fact, it should.
