Building semi Olympic size swimming pools needs to consider the location.
It is where more accessible to the public but not for the rich people to go there by cars even the walk of 600 meters is consider a problem and how they can swim well.
Location must not be too far away from the road which has public transport,buses. Thus, it could serve the people better.
If could not find a place which is accessible to buses, the city council should apply to the bus company to provide the services.
One or two kilometers away from the road, where the bus passing through is fine. Walking a kilometer or two before swimming and after swimming is an additional exercise.
Therefore, it is almost all places can be built the half Olympic size swimming pool in the Penang State.
Malaysia is much luckier that we do not have 4 seasons and we do not need to keep the pool warm as there is no winter.
