It is the matter of how the people interpret it and implement it.
If one does not know the language well, mostly the old version of today Arabic, thus, this depends on the mercy of the person who is in charge of the department.
The simple facts are that we do what a human instincts do. The cats know where to cover the stole after shitting. This is what all animals are equipped with by nature.
But human being is not. What a shame of the high class animals.
