Hiring foreign workers makes good money.
In order for the foreign workers to get hired, the foreign worker has to fork out US$4000 to US$5000 to the recruiting agent to fascillitate visa processing, air flights, etc. If the employers do this recruiting section, they stand to earn approximately US $3000 per worker. The worker has to borrow from loan sharks in their own countries to pay for the agent fees in the hopes of earning back all the borrowed money in the 2 year contract period where they work. The employer gets that untraceable in taxable money upfront even before they start work. Imagine in construction which requires 500 workers. The employer will pocket US$1.5 million upfront just by hiring. The workers have to pay their own workers levy and their own accommodation and their own food. So they really become unprofitable once they already paid upfront the recruiting fees so it is also better never to renew their contracts after the two years is up. In fact, if they can be allowed to be sent back after one year by breaking the contract agreement, the better so that the companies can hire more new workers and get more upfront recruiting fees.
You cannot get recruiting fees by hiring local Malays and they are easily angered and would report to government if mistreated. But it is easier to mistreat foreign workers especially if the contracts are written in favor of the employers.
