It is the system and the rules and regulations.
Like Dr M approach, forever never be successful. The Malays are fed with the notion of incompetent. He went around to borrow the money and sign the education with Japan.
Do you see the countries around in ASEAN, like Thailand does that? Even poor countries like Cambodia, Vietnam, Laos etc still manage their own education system.
