The system has practised since when, I don't know, maybe from the colonial days.
But the system of minimum charge is not abolished for electricity and water.
What the outdated system it is to encourage the people to use more to reach the minimum. These days, many are working couples and single persons.
The water for a working couple who send the clothes to laundry will not reach the minimum charge. Why the Lembaga Air never think for the people. Of course, Malaysians are not shouting unfair for it. You can easily see how the government helping the poors ?
Not to say the PH government taking away the electricity bill below RM20 is free and how every sen is count but less than minimum charge, they also charge the consumers the minimum charge.
Is that fair if a consumer uses only RM2 but has to pay RM3?
Let the consumer decides what amount they want to use. The more they use, the more they pay, but the less they use, the less they pay.
Abolish the minimum charge system and let the consumers pay according to the usage.
