Singapore swimming team has ruled the pool events in SEA Games for the past two decades. It is only now Norza notice the bad results of swimming team. But he did not question the bad performance of basket ball and volley ball, even the football too.
If he were wise, he would know to collect the gold medals in swimming events are much easier than the football, especially the huge cost of training.
Look at the foot ball team, you need 11players and 3 substitutes.

The football team at least needed 14 players. But in the competition, you get only ONE medal.
Now look at the lesser players events, like basketball and volley ball. For basketball team, 12 players and unlimited substitutes.

For the three games mentioned above, you need to pick the height of the players,especially the volley ball and basketball. Not all people can possible to be selected to be basketball or volleyball players.
But all sizes of people can be chosen to train to be competitive swimmers.
Besides, one swimmer can take part in two events or more, like Michael Phelps, he competed in 9 events, that meant, he already represent 9 players in football, basketball and volley ball. He won 9 medals but the football,basketball and volley only can give ONE medal.

Therefore, you don't see a big team of swimmers in the competition. Of course, diving events are different from the pool events.
If the sports ministry in Malaysia is wise enough, construct more half Olympic size swimming pools in all constituency in Malaysia, do you think Malaysia will not change the history of Singapore swimming in SEA Games?
Of the 8 golds, 4 golds are from diving and only one gold from the swimming event.
