The website can be linked to the ministry or another portal which all the main administrators from all ministries can log in to upload the pdf file.
It does not need to be very detail like the journal entries in the accounting system, what the people like to know is the expenses and revenues for that particular month.

It is only by doing such work in the internet age, the people can track the expenses, abuses of fund etc from the ministers, high rank officers as they have to get approval before the use of the fund, of course, the fund is from taxpayers.
