The parking lots can be constructed on levels. The ground level is the swimming pool and the 1st and 2nd levels, depending how many levels the administration of the car parking willing to construct.
The rain water can be collected for usage of the swimming pool, toilet and washing uses. After good treatment, it can be filled the swimming pool water.
Next one is the community halls and school halls. The ground floor can be used to build the half Olympic size swimming pools. The 1st floor can be used for other function, normally the meeting, dinner etc.
The height of the half Olympic size swimming in the hall need not have to be too high, it is not for the diving purposes.
Now, you can see how many half Olympic size swimming pools can be build in Penang state. How many community halls, school halls and car parking lots in the Penang state.
Just a few steps of walking, the residents of Penang can already reach the swimming pools.

The swimming pools are more for health endurance pratices but not for competitive uses. You don't high ceiling as the video say below.
