Singapore is smaller than Penang state. Can you imagine how the government know the benefits of swimming ?

The London in the United Kingdom has almost 200 swimming pools, 196 as stated.

London is almost similar size as Penang State.

There are only 11 swimming pools in Penang state and almost all pools are privately controlled either by clubs, associations or contracted out to the private companies to manage the swimming pools.

The government is unable to manage the swimming pools especially in Seberang Perai, which has the third largest population in Malaysia has only two Olympic size swimming pools.
