Private companies have creative ideas to promote their business. If the business did not suceess, it would be closed down. Only two rules, sucees or dead.
However, government maining the swimming pools would have a better resources as the government lands are a lots to be used.
The government can build swimming pools by using the parking lots in the city. We have suggested to Penang government and private sector. It depends on how creative th government officers as well as the private sector.

a. it should not be too far away from the public transport facilites.
a1 it should be ideal near the bus station, bus stops, train station, public transport facilities.
a2 the distance of walking should be within 1500 steps from the bus station , bus stop, train station.
a3 1500 steps of walking into the swimming pool and same length of back to take the bus, is 3000 steps.A human being should walk 5000 steps a day to maintain healthy body. It is 5000 but not as recommended by Ministry of Health in Malaysia, 10,000 steps.

1. Relau, which is the last stop of Rapid Penang bus 301
2. Seberang Jaya swimming , 703 bus pass by the Masjid Seberang Jaya. 260 steps.
On the other hand, still under maintance repair public swimming pool in Penang state is one, at the Jalan Betek
.Bukit Mertajam, Jalan Betek, 707 bus from Juru pass the main entrance. The 802 from Nibong Tebal pass the Sri Rambai area, alight at KTM bus stop, walking steps are 1300 steps.
From now on, you would know how to promote the swimming pools and the locations.
Encourage the swimmers to use the public transport, bus, train etc instead of driving cars. This would reduce the traffic jam and avoiding building parking spaces.
